"content": "There is one issue that I want Members to appreciate. How long ago did we sign a legal instrument with the Kingdom of Saudi Arabia or any other foreign country in that relation? The Memorandum of Understanding (MOU) between Kenya and the Kingdom of Saudi Arabia is only nine months old. Definitely, there are teething problems. There was a bigger problem than what we are seeing. If you look at the suffering without looking at unemployment in this country, then you will not go to the depth of the problem facing our people.
