    "content": "Mr. Speaker, Sir, one of the issues that we kept on grappling with is the KTDA because when it was setup, it was a parastatal. That is how it functioned for many years. However, through a Cabinet Sessional Paper, it was converted into a private entity. Our farmers were left at the hands of people, who to the best of my opinion and that of our Committee, have not been diligent at protecting the interests of our poor farmers."
