    "content": "Mr. Temporary Deputy Speaker, Sir, this country is not a jungle. It is a country that is governed by a Constitution and by the rule of law. We are not in doubt that we need to be sesure and that we need to remove insecure elements from amongst us, but we must follow the law. If people were given titles deeds wrongly, where was the Government when the wrong titles were being given? If you want to remove these people, you must compensate them. The problem in this country, and I have said it over and over again, is impunity and it begins with the Government itself. Hon. Kiunjuri has told us not to complain and give the solution from Parliament, but the solution is for them to quit their jobs, and we take them over, so that we can take care and deal with this country well."
