    "content": "Another recommendation is to remove tea from the Agriculture and Food Authority (AFA) and have a board created in its place. There is also need to have a strong policy and institutional framework to govern the tea industry since it is a major foreign exchange earner; provide elite clones of tea to smallholder farmers and the Government should assist them in uprooting and replacing the old bushes so that the farmers have the new variety."
