(i) Could the Cabinet Secretary explain the criteria used to identify and consequently gazette hardship areas, and provide a list of such areas in Taita Taveta County and, particularly, Mwatate Constituency? (ii) Could the Cabinet Secretary also explain the discrepancies in the criteria exemplified by the fact that Kungu Primary School and Elijah Mzae Secondary School, both in Mwatate Constituency, share the same compound, but only teachers in Elijah Mzae Secondary School are paid hardship allowances? (iii) Why were hardship allowance payments for teachers in Ronge Ward in Mwatate Constituency stopped when Ronge Ward’s educational administrative boundaries were transferred from Voi Constituency to Mwatate Constituency?"
