We expect the county governments, with the large sums of money that they are getting, not to employ some club wielding askaris to harass hawkers. They should organize these hawkers who are also paying licenses and help to conduct their businesses in an organized manner. The Mover of this Bill should ensure that there is a provision to protect hawkers from harassment by county personnel.
