    "content": "Madam Temporary Speaker, Part VI of the Bill gives a breakdown of the responsibilities of the county governments. This Part sets out what the counties need to legislate on. I do not think it is necessary for us to give them a breakdown of the areas that they need to legislate on. I believe that once the Bill is enacted, the county governments will know how to domesticate it and which areas they need to take into account. We, therefore, do not need to give them guidelines on how to legislate. It will not be good because we are limiting them. Let them take this piece of legislation, and once it is enacted, let them see what specifically applies to them and what they need to improve on depending on the kind of business they do there. This is because in some areas, like where I come from, we have weekly livestock markets throughout the county. On a given day, you are in a particular center. The county government needs to regulate the kind of business which goes on in their county and how to do it."
