    "content": "Madam Temporary Speaker, under the same Bill, we also have the Cabinet Secretary playing an important role in regulating street vending. However, when it comes to this, we need to caution on issues of control. There are many cases where we have the national Government wanting to control many of the activities in the counties. Street vending normally takes place in the counties. Much of the control should be delegated to the counties, so that the revenue collected can assist them. However, we also ask for accountability and transparency, so that the money collected can be put to good use."
