    "content": "Mr. Speaker, Sir, the Ministry of Agriculture, together with the Ministry of Water and Irrigation, undertook to rehabilitate the Perkera Irrigation Scheme. After we did the rehabilitation of the scheme under the ESP programme, we went further in consultation with the farmers, to give them all the necessary inputs on credit so that we can build a revolving fund for today, tomorrow and the future. So, it was a loan and not a grant."
