    "content": "Mr. Speaker, Sir, the Ministry of Agriculture, together with the Ministry of Water and Irrigation, is really walking the talk. This is because the first duty we had was to rehabilitate all the collapsed irrigation schemes which were in the country, up to and including Hola, Bura, Perkera and Mwea. We went ahead to give farm inputs to all the farmers where we had this rehabilitation. I would like to inform the hon. Member that the Government, through the Ministry of Agriculture, is going out of its way to rehabilitate all these collapsed schemes as well as give soft loans to all the farmers, so that they can benefit across the country. On the question of turning away the farmers, the Government has not turned away any farmer with maize. It is only that the NCPB had an obligation to buy maize which is acceptable and of good quality."
