    "content": "Mr. Speaker, Sir, the Urban Areas and Cities Act is very clear as to the role of a town manager. This Bill gives powers to the Committee Executive Member and the cabinet at the county level to rearrange towns and to determine where the vending zones will be, who should be relocated and licensed. This is purely and vividly described in the Urban Areas and Cities Act. Mr. Speaker, Sir, this Bill has got no direct benefit to the street vendors of Kakamega, because I have mentored the Kakamega County Assembly to come up with a Bill that regulates the planning of Kakamega town. Therefore, we shall not be part of such a Bill that wants to deal with the street vendors of this country in a collective manner. Nevertheless, Mr. Speaker, Sir, I want to speak for the street vendors of Kakamega. It is very important, as the Senate, because Article 96 of the Constitution clearly gives us the mandate to represent our counties and the people who voted for us. Therefore, when it comes to taxation of these street vendors, this is an issue that we need to look into in a more microscopic manner.
