    "content": "Secondly, there should be transparency so that Kenyans can have clear access to information. This will be achieved through empowering the auditing agencies. Citizens will have clear information of what is happening, the way the Budget is made and the Auditor-General or the audit agencies will work alongside the citizens by updating them on how that process takes place. If that is done, citizens will be in a good position to hold the Government accountable."
