Members, if on the other hand, as is perfectly possible, there are serious legal or public policy considerations that stand in the way of such publication, I will hold the firm view that the appropriate forum for the Minister to express this position would be the Floor of this House. I think that it is a legitimate expectation of this House that the Bills will be published or that otherwise some explanations will be forthcoming on the Floor of this House. The point cannot be over-emphasized that for the good of this country, it is important that the three arms of the Government operate in harmony. In the context of law-making, this harmony entails the legislative process that is subscribed to by both the Executive and the Legislature. It is not right that there should be a limbo or a stand-off between this House and the Executive. In this particular case, it would appear that the Legislature has done its part and now awaits the necessary complementarity by the Executive. It is the view of the Chair that there is time yet for the right things to be done in this matter."
