    "content": "every building is important, so is ECD to every learner. I appreciate that this Bill is coming up though it looks like we had put the cart before the horse considering we have been having ECD centres running without a framework that guides the same. All the same, we appreciate. It is coming up at a time where we are having confusion particularly in terms of infrastructure. I am saying so because back in my constituency, we have problems in ECD centres. Most of them do not have adequate infrastructure. Where they exist, basic infrastructure like toilets are missing and classrooms are in bad shape. Most of the time, we are forced do the same. In any case, our hands are tied because largely, ECD should be a function of the county government, but we are forced outside the legal framework to see a way of assisting young learners because sometimes it is stressful to get into an institution where ECD students are suffering."
