    "content": " We have two parallel administrations which manage education in the counties. We have TSC which performs supervisory functions in schools and the Ministry of Education. It is a duplication of roles and an expense to the Government. In case of discipline cases of teachers who head our schools, the Ministry of Education investigates and checks the quality of education and TSC does the same thing."
