    "content": "I also humbly request the Departmental Committee on Sports, Culture and Tourism and the Departmental Committee on Defence and Foreign Relations to come up with sessional papers. We should encourage drafting of more sessional papers. There are people sleeping on the job in the ministries. We need them to do continuous research, so that there is continuous improvement. Continuous improvement can only be achieved if sessional papers are formulated."
