    "content": "The age of admission should be worded as a guide. I know that we provided an exception, but we should not give it to the teacher because in rural and marginalised areas, children start going to school very late for reasons which are beyond them. I have told you the case of Sukuru Island. Most of the children go to school late because they are in an island and the schools are on the mainland. When we say that the age will be four to six years, then it means, out of no fault of their own, they will be excluded from ECD education centres. We should say that in exceptional cases - but not leave it at the discretion of the teacher - those children can go to ECD education centres late so long as they get education."
