    "content": "Clause 49 talks about the teacher-child ratio, which shall be determined by the county or regulation. For us to hold those counties accountable, we should be the ones, by this law, to determine the ratio so that our Early Childhood Development Centres (ECDCs) have very good standards. I have a lot of issues I wanted to raise, but I will leave it there for now. I will propose amendments later and speak to them when I bring them."
