    "content": "The ECDE is a main issue especially to parents. We have capitation and almost free primary education in public schools. We are paying a lot of money for students in high schools through capitation. But we do not take care of the parents who have those young ones in those learning institutions. It is very expensive in some areas and parents have to “cough out” something to supplement the county governments in employing more teachers. I am sure we will relook at this Bill so that we can improve it. Pre-primary children should be taken care of by the National Treasury through MOEST, so that they can partly or even be fully sponsored by the Government."
