    "content": "One of the key issues this Bill seeks to provide is to align ECD with the Constitution under the provisions of Article 53 of the Constitution, where basic education is compulsory. Looking at the Bill under Clause 3, a lot of emphasis has been placed on quality, efficiency, infrastructure and the partnership between the two levels of Government, which is very crucial. Initially, ECD was wholly left to the county governments. Even now, the responsibility still lies with the county governments, but provides an avenue for partnership under the current Act. If you look at Clause 3, it provides that under the objects and purpose of the Act."
