    "content": "When it comes to infrastructure of the ECD centres, I have gone around my constituency addressing issues affecting primary schools. I have seen that most of the ECD centres are in a pathetic situation. This is an area that the counties need to look into very seriously because, sometimes, we are also tied by the National Government Constituencies Development Fund (NG-CDF) Act. Our kids are suffering but we cannot do anything and yet, the counties are responsible. I am happy this Act is coming into place. This is because it places that responsibility squarely on the county governments and they cannot escape from it. I believe this area should be looked into very seriously."
