Temporary Deputy Speaker, I conclude by saying that when we want to change and we know that we have a challenge, as speaker after speaker has indicated, it does not begin with an institution but with individuals. I am a bit concerned at the way we are addressing this Bill on ECD education. We will talk about capacity, curriculum, training of teachers and their remuneration. I am not so sure that we have addressed the issue of teachers, parents and members of communities at the individual level adequately. They need to embrace and understand the significance of ECD education. I, therefore, urge that we, as the representatives of the people, begin to think of using public participation and any other fora that we have to touch individuals. If individuals change, as teachers, Members of County Assemblies (MCAs), Members of the County Executive Committees (CEC), members of the community and parents we will, indeed, end up changing our institutions for the better."
