"content": " Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute to this important Bill. Having looked at some of the provisions of this Bill, I am very sure that once it becomes an Act of Parliament, and if well implemented, it will be a milestone remembering that Article 53(1)(b) of the Constitution defines the right to education as a basic right. For quite some time, this right has not been properly exercised as per Article 53(1)(b) of the Constitution. Looking at international instruments, there are several definitions regarding the interests and rights of the child. For example, we have the African Charter on the Rights of the Child. Article 20 of the African Charter on the Rights of the Child stipulates that the interests of the child are paramount The electronic version of the Official Hansard Report is for information purposes only.
