    "content": "I have looked at some of these provisions. I can say that they resemble the provisions for mobile schools, and there are also penalties to parents. Since this is a free and compulsory right that is granted to our children, parents and teachers have an obligation to ensure that those rights and provisions are met. I have also looked at the obligations of the county governments in promoting the right to child education. There are several obligations on the county governments because this is a devolved function. There are obligations like providing programmes and plans on how to implement policies for the realisation of those important rights, and also on how to implement, of course, in consultation with the relevant stakeholders."
