    "content": "The other issue is that students attend classes in the evening. I think the parallel degree programme should be for mature students. It should be for people who work or did not qualify to go to university for one reason or another. So, they would understand what they are being taught and take it more seriously. The challenge there is the performance. How are the results co-related? How do they come out? At the moment, you will find that all the universities are moving to all towns looking for a place to open a college. To me, universities are meant for research and development. They are also meant to help this nation solve its economic, scientific and technical problems. Right now, universities are offering certificate courses. So, what do colleges do if universities come down to this level? Therefore, the Government should come up with a better policy on education. Hon. Members have made their contribution and what has come out is that most parents are struggling to pay for parallel degree programmes. For those who have joined and are unable to pay--- I urge the Government to look for means or ways of removing the parallel degree programme so that all Kenyan students who qualify to go to university are funded so that they can have a good education. After all, when they finish university, they serve this nation. They do not go anywhere. It is this nation which benefits from the skills that the students get."
