Members, as you may recall, yesterday, Tuesday, 24th September 2019, during the Question of agreement to the Report of the Committee of the whole House on the Independent Electoral and Boundaries Commission (Amendment) (No.3) Bill of 2019, the Speaker declared the results of the vote having collected the voice of “Ayes” and “Nays”, pursuant to Standing Order No.69(2). However, pursuant to Standing Order No. 72(1)(b), more than 30 Members rose in their places to claim a division. Consequently, the House proceeded on electronic voting pursuant to Standing Order 70. During the process, it was reported to me that the electronic voting system was encountering a technical failure and, therefore, could not proceed. For that reason, I ordered the House to proceed to a roll call vote pursuant to the provisions of Standing Order No.71 which requires the Speaker to order the House to proceed to a roll call vote in event of a technical failure in the electronic system."
