    "content": "Regarding the proposal to insert New Clauses 40A and New Clause 41A to the Capital Markets Act, I am of the opinion that the import of those amendments deals with a different subject and, unreasonably and unduly, expands the subject matter of the Bill with regard to administrative matters handled by the Capital Markets Authority. In this regard, the said amendments are beyond the scope of the Bill. May I also add that new provisions have not been subjected to public participation as per the requirement of the Constitution. Therefore, the Committee of the whole House should not consider the proposed amendments to New Clauses 40A and 41A to the Capital Markets Act."
