    "content": "However, the Member is at liberty to introduce a separate Bill in the manner contemplated in Standing Order 114 asking the House to legislate on the matters whereby the proposal would go through among other processes of public participation. (ii) The Member for Dagoretti South, Hon. John Kiarie, has proposed to amend Clause 19 of the Bill which seeks to amend the Second Schedule to the Value Added Tax Act, 2013 by inserting a new paragraph (d) which introduces a new paragraph 65A to include taxable goods locally purchased or imported by manufacturers or importers of artisanal tools approved by the Cabinet Secretary upon recommendation by the CS for the time being responsible for industrialisation."
