I gave you an opportunity to take your seats and I can see some Members engrossed in discussions. (iii) The Hon. Member for Kiambu, Hon. Jude Njomo, proposes to amend Clause (18)(a) of the Bill by inserting a new paragraph (111) to make provisions on sports equipment imported or purchased by educational institutions. I am of the considered opinion that the said proposed amendment makes provisions to a matter listed in the definition of ‘a money Bill’ and is, therefore, subject to the provisions of Article 114 of the Constitution and Standing Order No.114, which may be considered upon recommendations of the relevant Committee."
