    "content": "The justification for this amendment is that Clause 12(59) allows the contributors to the affordable housing scheme who are first-time home-owners to be excluded from paying income tax. It encourages people to enroll in this scheme. Under Clause 12(60), the intention is to separate the exemption which has already been provided on bonds to show Green Bonds separately. This is to encourage investments on Green Bonds which will be used in green projects which are friendly to the environment."
