This has to be approved by the Cabinet Secretary. I would urge that the approval be fast. At times when it goes to the National Treasury for approval, it takes ages. This should have even gone to a further amendment that the period for approval should be within a certain period of time so that it can be fast-tracked. What we have seen is that when people are following those approvals, it takes ages. That is very challenging."
