    "content": "Another recommendation is to enhance access to education among vulnerable, disadvantaged and other groups. Another recommendation is to expand access to education and training by reducing the cost on households. Members of Parliament, I recall from the 8th Parliament, saw the need of putting up more secondary schools and polytechnics. I recall that when I got elected, we had only 16 secondary schools in my constituency. Today, my constituency has 70 secondary schools. This is something Members of Parliament saw. Across the country, we have more secondary schools and transition from primary to secondary school, as we talk, is on average 91 per cent. This is an initiative of Members of Parliament from various Parliaments. But subsequent Governments, Government after another, have failed in looking at issues of education."
