In the failure of the Governor, his CECs, staff and medical providers to do their job; such issues must be arrested at the local level. Before the Senate Committee on Health goes to Vihiga, we want to see that the health committee of the County Assembly of Vihiga is reported from the local level that they are providing local solutions. Otherwise what is the point of saying that we have oversight at the local level?"
