    "content": "During the previous term, they provided leadership on issues such as the disbursement schedule because it never used to be there. It is because of the leadership of the Committee that we had the disbursement schedule because we realised that there was no instrument for us to track the amount that should go to a certain county and at what point. It is the Committee that led us to deal with the division of the money between county executives and county assemblies. There are also many other provisions of the law that we have amended.
