I heard some governors – whom I do not want to name – in the past one week lecturing the country and the Senate on why they cannot do this or the other. They have a lot of bravado. This House, through you, must instill the fear of God and the fear of the Law in these people. They must crawl before you and the public as they try to exonerate themselves.
