They came out and said that we need to retain the caps until we get a sober arrangement from banks. So, by passing this Bill, we are just doing what the public wants us to do. What we are doing here are the corrections that the courts of law found fault in law. On the sections of the law that the courts said we need to rectify we have sat down and done the corrections which are before this House. To conclude, I would like to urge Members to vote strongly on this Bill, so that we retain the interest rate caps and sanitise or do the corrections that were recommended by the courts. We were given 12 months within which to do this. If we do not do these corrections at the lapse of the 12 months, which is March next year, this law will be no more. If we do these corrections, this Bill will sanitise that act of law and this law will remain in force at the lapse of the time that we were given. After that, we will be able to use it. Finally, I urge His Excellency the President not to invoke Article 115 of the Constitution that gives him power to bring this Bill back to this House. I urge him to listen to the cries of the people and the will of Wanjiku because we are doing what Wanjiku has asked us to do. With those few remarks, I beg to reply."
