    "content": " Thank you, Hon. Temporary Deputy Speaker. I rise to seek your guidance. Hon. Jude Njomo has brought this amendment to the Banking Act. We have voted to retain the capping. However, the Chair of the Departmental Committee on Finance and National Planning brought another Bill just the other day. The same issue has been brought back. The Chair, in his amendment, was proposing to remove the cap. We need some guidance. Now that the Chair of the Departmental Committee on Finance and National Planning will be bringing his amendments under the Finance Bill and he has cited various Acts, and this is one them, we need guidance. We are surprised that it will come immediately after Hon. Jude Njomo’s amendment."
