    "content": "Mr. Deputy Speaker, Sir, I would like to thank the Assistant Minister for that answer. However, there are a few clarifications that I would like him to make. Anybody who has tried to clear a vehicle in Mombasa knows that after you pay duty and clear all the other port charges, you have to wait for the number plate. A vehicle cannot leave the port without a number plate. Many people are suffering because it takes even two weeks before they get the number plates. Could the Assistant Minister tell this House who is responsible for this delay? He should also tell us who is the Commissioner of Motor Vehicles and who is the Registrar of Motor Vehicles."
