    "content": "Mr. Deputy Speaker, Sir, as far as I understand, it should be clear that if any delay in clearing a motor vehicle is necessitated by the lack of a number plate, then the department or the Ministry concerned should be held responsible. In this case, the KRA should be responsible for any delay in case the number plates are not available when they are required. Secondly, there is no Commissioner of Motor Vehicles. The law is very clear. There is a Registrar of Motor Vehicles who is appointed by the Minister for Transport under Section 3 of the Traffic Act. If there is anybody else saying that he is a Commissioner of Motor Vehicles, that is masquerade."
