"content": "I think it will be safer for us to proceed with the County Hall of Fame Bill, rather than to reflect on some of Sen. Cheruiyot’s recent adventures. Now that I see Sen. Cheruiyot is at ease, allow me to go to the content of this Bill before us. I want to thank Sen. Murkomen for bringing back the Bill to this House. This Bill was brought to this House in the last Parliament. It was brought by Sen. Sang’ who is now the Governor for Nandi. Sometimes I usually imagine that the good Senators who have sat in this House, when they go to the counties and become governors, that they would proactively implement some of the ideas that they had in the House. Unfortunately, that has not been the case. Mr. Deputy Speaker, Sir, sitting in the CPAIC, sometimes we struggle with governors who were former Senators because when they were in this House, they were the loudest when we were saying that the Council of Governors (CoG) should not be funded from the equitable share. Our understanding is that the CoG is funded from the Consolidated Fund. It is some of our former colleagues in this Senate who have come before us and argued firmly that they now believe that the CoG is a very useful tool. In fact, some of them rely on the CoG more than they rely on the Senate. The electronic version of the Senate Hansard Report is for information purposesonly.
