    "content": "Madam Temporary Speaker, it is all about a policy framework. The Senate resolves that the Ministry of Labour, Social Security and Services, together with county governments, formulates this policy framework. This way, caregivers will be facilitated in specific ways in terms of specialised training, tax relief and putting money into the kitties to enable this to happen. This is because we know that right from the onset, a lot can happen at the national level. However, a lot would still need to be done at the county level. That way, people with cerebral palsy, downs syndrome, autism and all these disorders become people who need to be taken care of."
