    "content": "Mr. Speaker, Sir, it has, however, come to our attention that during the long drawn process of the passage of the Division of Revenue Act and the County Allocation of Revenue Act, some counties purported to pass their annual budgets and Appropriation Bills in the absence of these two vital Acts. This was an unlawful act on the part of any county assembly and an egregious disregard for the budget process as contemplated under the law."
