    "content": "In light of the above, I would like to- (a) Urge the Controller of Budget to issue a circular to all county governments to prepare their annual budgets and Appropriation Bills; (b) Urge counties, as a matter of urgency, to prepare their annual budgets and Appropriation Bills as contemplated under Article 224 of the Constitution; (c) Direct the National Treasury to prepare and submit the Cash Disbursement Schedule in the shortest time possible and as contemplated under section 17(7) of the Public Finance Management Act; and, (d) Urge this House to expedite the consideration and approval of the Cash Disbursement Schedule, when it is submitted to us, as contemplated under section 17(7) of the Public Finance Management Act.
