    "content": "Secondly, governors must also know that appearing before the Senate is not a favour to the Senate, but a duty and part of their job description. Thirdly, we have had engagements with the County Public Accounts and Investment Committees of the County Assemblies of Kitui, Makueni and to an extent Machakos. We must encourage the county assemblies to exercise their function of primary oversight because they have all the time in the world to look at those books. However, the situation seems to be quite deferent, particularly for Kitui County. They are not up to date in their consideration and we believe that they will learn quite a bit from the experience we have had with them even though that experience has not been very colourful because the Governors chose not to appear."
