    "content": "The governors are not going by the provisions of the Fourth Schedule on how they should use the money within the counties. The provisions on how to use that money are clearly indicated in the schedules. You will find governors going out of their way to do different things and the ECDE ends suffering as a result. The key word is public participation. Let us hold them accountable and do it in public."
