    "content": "In conclusion, the Commission had perused the preliminary report and directed its officers to cover certain areas. As an employer in the public service, the Commission’s mandate is limited to professional culpability of its employees and breach of regulations governing the teaching service. It is in this regard that the Commission may also be guided by the technical reports from the specialized Government agencies which are also seized of the matter. That means it is not only the Commission but also other Government agencies that are dealing with the same matter."
