    "content": "Hon. Members it is, therefore, clear that the House has in place proper mechanisms to assess the propriety of a legislative proposal both in form and substance. Questions relating to the scope of omnibus Bills and proposed amendments thereof at the Committee of the whole House have arisen on few isolated cases in the Twelfth and preceding Parliaments. I will highlight two cases just to jog the memory of this House. First, as you may recall, on 28th August 2018, the Member for Rarieda Constituency, Hon. (Dr.) Otiende Amollo, MP raised a point of order challenging the constitutionality of the Statute Law (Miscellaneous Amendments) Bill, 2018 (National Assembly Bill No.12 of 2018) in its entirety.
