Musimba, I am sure all Members know that the authority under Article 124 of the Constitution to make rules that guide the processes to be applied by any House of Parliament is exclusive to the House. The courts cannot give us rules of how Parliament will function. I will be the last person to accept that kind of situation. If our procedures are to be developed by the courts, then we would lose the relevance or need to exist. The courts have also developed their rules to guide their operations. It cannot be like that. That is why Article 124 of the Constitution is there. It gives authority to the respective Houses of Parliament to make rules which guide our operations.
