    "content": " Thank you, Hon. Temporary Deputy Speaker, for this opportunity to contribute on the Finance Bill 2019 with amendments proposed by the Committee. First, I want to point out the issue of our budgeting process. I do not know whether it is international. I have an interesting observation. We have our expenses proposed and passed then later we come and discuss how to raise money to fund those expenses. Last year, we had a major problem. We had passed a budget and when we were dealing with the Finance Bill, some of the proposed sources of income within the Finance Bill were part of the things Members wanted to negate.
