What the Member could be doing using Standing Order No.83 is that before the Chair of Departmental Committee on Finance and Planning moves, Hon. Speaker you will guide us on Order No.12. You need to make a ruling based on the arguments the House will make, a determination on how the House will debate the Finance Bill without Clauses 50 and 51. What is in the Bill are Clauses 50 and 51 amending Section 8 of the Money Laundering and Proceeds of Crime Act, 2009. That is where he is coming from.
